KIGALI, Rwanda (AP)<\/strong> \u2014 Les Rwandais votent lundi dans une \u00e9lection qui prolongera presque certainement le long r\u00e8gne du pr\u00e9sident Paul Kagame, qui se pr\u00e9sente pratiquement sans opposition apr\u00e8s trois d\u00e9cennies au pouvoir dans ce pays d’Afrique de l’Est.<\/p>\n\n\n\n

Kagame a \u00e9t\u00e9 accueilli par des foules de partisans admiratifs lors de ses rassemblements de campagne, laissant pr\u00e9sager l’in\u00e9vitabilit\u00e9 de sa victoire alors qu’il brigue un quatri\u00e8me mandat pr\u00e9sidentiel. Ses adversaires \u2014 Frank Habineza du Parti vert d\u00e9mocratique du Rwanda et le candidat ind\u00e9pendant Philippe Mpayimana \u2014 peinent \u00e0 attirer les foules \u00e0 leurs \u00e9v\u00e9nements.<\/p>\n\n\n\n

Kagame a affront\u00e9 les m\u00eames adversaires en 2017, o\u00f9 il avait obtenu pr\u00e8s de 99 % des voix. Les observateurs s’attendent \u00e0 un r\u00e9sultat similaire dans un pays o\u00f9 l’opposition s\u00e9rieuse \u00e0 Kagame est depuis longtemps absente.<\/p>\n\n\n\n

\u00c2g\u00e9 de 66 ans, Kagame a pris le pouvoir en tant que chef des rebelles qui ont pris le contr\u00f4le du gouvernement rwandais et mis fin au g\u00e9nocide en 1994. Kagame a \u00e9t\u00e9 vice-pr\u00e9sident et dirigeant de facto du Rwanda de 1994 \u00e0 2000, ann\u00e9e o\u00f9 il est devenu pr\u00e9sident. Depuis lors, il gouverne ce pays d’Afrique de l’Est avec une autorit\u00e9 consid\u00e9r\u00e9e comme autoritaire et intol\u00e9rante envers la dissidence politique.<\/p>\n\n\n\n

Contexte s\u00e9curitaire<\/h3>\n\n\n\n

L’\u00e9lection rwandaise se d\u00e9roule dans un climat de craintes accrues pour la s\u00e9curit\u00e9 dans la r\u00e9gion des Grands Lacs africains. Un groupe de rebelles violent connu sous le nom de M23 combat les forces congolaises dans une zone recul\u00e9e de l’est du Congo. Entre 3 000 et 4 000 soldats rwandais combattent aux c\u00f4t\u00e9s du M23, ont d\u00e9clar\u00e9 des experts de l’ONU dans un rapport diffus\u00e9 mercredi. Le gouvernement am\u00e9ricain a d\u00e9crit le groupe comme \u00e9tant soutenu par le Rwanda. De son c\u00f4t\u00e9, le Rwanda accuse l’arm\u00e9e congolaise de recruter des combattants parmi les auteurs du g\u00e9nocide de 1994.<\/p>\n\n\n\n

La campagne et le vote<\/h3>\n\n\n\n

Les rassemblements de campagne se sont termin\u00e9s samedi. Le vote de lundi devrait prolonger le r\u00e8gne de Kagame de cinq ans. Au total, 9,5 millions de Rwandais sont inscrits pour voter, selon les autorit\u00e9s \u00e9lectorales.<\/p>\n\n\n\n

Droits humains et opposition<\/h3>\n\n\n\n

Les groupes de d\u00e9fense des droits de l’homme continuent de tirer la sonnette d’alarme sur les s\u00e9v\u00e8res restrictions des droits humains, y compris la libert\u00e9 d’association. Amnesty International a exprim\u00e9 des pr\u00e9occupations dans une d\u00e9claration r\u00e9cente concernant les \u00ab menaces, d\u00e9tentions arbitraires, poursuites sur des accusations fabriqu\u00e9es, assassinats et disparitions forc\u00e9es \u00bb visant l’opposition politique au Rwanda.<\/p>\n\n\n\n

Cette d\u00e9claration a soulign\u00e9 que la suppression des voix dissidentes, y compris parmi les groupes civiques et la presse, \u00ab a un effet paralysant et limite l’espace de d\u00e9bat pour le peuple rwandais. \u00bb Au moins deux membres du parti d’opposition FDU-Inkingi ont disparu depuis l’\u00e9lection de 2017, en plus d’autres morts et assassinats myst\u00e9rieux, selon Amnesty International.<\/p>\n\n\n\n

Le FDU-Inkingi est l’ancien parti de la figure de l’opposition Victoire Ingabire, qui est emp\u00each\u00e9e de se pr\u00e9senter en raison d’une condamnation p\u00e9nale ant\u00e9rieure. Plus t\u00f4t cette ann\u00e9e, un tribunal rwandais a rejet\u00e9 sa demande de r\u00e9habilitation juridique qui lui aurait permis de se pr\u00e9senter \u00e0 la pr\u00e9sidence. Une autre critique du pr\u00e9sident, Diane Rwigara du Mouvement pour le salut du peuple, a vu sa candidature bloqu\u00e9e pour pr\u00e9tendument ne pas avoir fourni la preuve d’un soutien suffisant.<\/p>\n\n\n\n

Ingabire et Rwigara accusent toutes deux Kagame d’emp\u00eacher leurs candidatures pr\u00e9sidentielles.<\/p>\n\n\n\n

Human Rights Watch a exprim\u00e9 des pr\u00e9occupations similaires concernant les violations des droits, exhortant les autorit\u00e9s dans une d\u00e9claration le mois dernier \u00e0 veiller \u00e0 ce que tous les Rwandais puissent exprimer librement leurs opinions et voter librement.<\/p>\n\n\n\n

Vision et gouvernance de Kagame<\/h3>\n\n\n\n

Kagame a longtemps \u00e9t\u00e9 confiant quant \u00e0 sa vision pour le Rwanda, qui a enregistr\u00e9 une croissance \u00e9conomique impressionnante au cours des trois d\u00e9cennies depuis le g\u00e9nocide, au cours duquel environ 800 000 Tutsis et Hutus mod\u00e9r\u00e9s ont \u00e9t\u00e9 massacr\u00e9s par des Hutus extr\u00e9mistes soutenus par l’arm\u00e9e.<\/p>\n\n\n\n

Le syst\u00e8me politique rwandais sous Kagame repose en grande partie sur l’ob\u00e9issance aux autorit\u00e9s, avec peu de place pour la corruption mineure, l’incomp\u00e9tence officielle et le d\u00e9sordre urbain. L’organisation selon des lignes ethniques est interdite.<\/p>\n\n\n\n

Dans ces conditions, disent les critiques, il est impossible de s’opposer \u00e0 Kagame. Les accusations d’autoritarisme \u00e9taient au c\u0153ur de l’opposition \u00e0 un projet r\u00e9cemment abandonn\u00e9 par les autorit\u00e9s britanniques de d\u00e9porter des demandeurs d’asile non d\u00e9sir\u00e9s au Rwanda.<\/p>\n\n\n\n
