Selon un rapport de Reuters publi\u00e9 le 6 septembre, cette nouvelle installation aura une capacit\u00e9 de production de 2,8 millions de tonnes par an et exploitera le gaz naturel provenant du champ p\u00e9trolier d&rsquo;ExxonMobil dans le delta du Niger.<\/p>\n\n\n\n<p>Farouk Ahmed, chef de l\u2019autorit\u00e9 de r\u00e9gulation p\u00e9troli\u00e8re, a pr\u00e9cis\u00e9 que la capacit\u00e9 de l\u2019usine avait \u00e9t\u00e9 revue \u00e0 la hausse pour r\u00e9pondre \u00e0 la demande croissante de GNL sur les march\u00e9s internationaux. Julius Rone, PDG d&rsquo;UTM Offshore, a d\u00e9clar\u00e9 que les travaux d&rsquo;ing\u00e9nierie seront finalis\u00e9s en 2028, avec un d\u00e9but de production pr\u00e9vu pour le premier trimestre de 2029. Rone a \u00e9galement mentionn\u00e9 que l\u2019usine fournirait 500 000 tonnes de gaz de p\u00e9trole pour le march\u00e9 int\u00e9rieur nig\u00e9rian, tandis que la majeure partie du gaz naturel produit serait destin\u00e9e \u00e0 l\u2019exportation.<\/p>\n\n\n\n<p>Le projet est soutenu par la banque africaine de commerce et d\u2019exportation, Afreximbank, qui a d\u00e9j\u00e0 apport\u00e9 2,1 milliards de dollars pour la premi\u00e8re phase de construction et s\u2019est engag\u00e9e \u00e0 fournir 3 milliards de dollars suppl\u00e9mentaires pour la seconde phase.<\/p>\n\n\n\n<p><strong>Un contexte de crise \u00e9nerg\u00e9tique<\/strong><\/p>\n\n\n\n<p>Cette nouvelle centrale flottante arrive alors que le Nigeria, l\u2019un des principaux producteurs de p\u00e9trole et de gaz en Afrique, cherche \u00e0 mieux exploiter ses vastes r\u00e9serves de gaz naturel, estim\u00e9es \u00e0 plus de 209 000 milliards de pieds cubes. Toutefois, le pays subit des pertes consid\u00e9rables dues au torchage du gaz, \u00e9valu\u00e9es \u00e0 plus d\u2019un milliard de dollars par an. Le gouvernement souhaite donc intensifier ses efforts pour d\u00e9velopper ses ressources gazi\u00e8res de mani\u00e8re plus efficace et ind\u00e9pendante.<\/p>\n\n\n\n<p>Malgr\u00e9 ses immenses ressources \u00e9nerg\u00e9tiques, le Nigeria fait face \u00e0 une crise persistante de carburant. En effet, le pays doit importer une grande partie de sa consommation locale en raison du mauvais \u00e9tat de ses raffineries nationales, dont certaines sont presque \u00e0 l\u2019arr\u00eat. Cette p\u00e9nurie de carburant s\u2019est traduite par une flamb\u00e9e des prix \u00e0 la pompe, alimentant une grogne populaire. Le 3 septembre, la Compagnie p\u00e9troli\u00e8re nationale du Nigeria a annonc\u00e9 une nouvelle augmentation des prix de l\u2019essence, malgr\u00e9 les protestations des syndicats.<\/p>\n\n\n\n<p>D\u00e9but ao\u00fbt, le pays avait d\u00e9j\u00e0 \u00e9t\u00e9 secou\u00e9 par des manifestations de masse contre la hausse du co\u00fbt de la vie, exacerb\u00e9e par la suspension des subventions aux carburants, une mesure prise dans le cadre des r\u00e9formes \u00e9conomiques du gouvernement. Face \u00e0 une situation \u00e9conomique d\u00e9licate, les manifestants avaient exhort\u00e9 le pr\u00e9sident Bola Tinubu \u00e0 revoir certaines de ces r\u00e9formes, notamment en r\u00e9tablissant la subvention qui contribuait \u00e0 att\u00e9nuer les effets de la crise sur la population.<\/p>\n\n\n\n<p>L\u2019annonce de cette nouvelle usine de GNL, bien que porteuse d\u2019espoir pour l\u2019avenir \u00e9nerg\u00e9tique du Nigeria, intervient donc dans un contexte tendu, o\u00f9 la population continue de faire face \u00e0 de lourdes difficult\u00e9s
